Why is it that america can send troops over seas to kill people in a war ?

claiming to be fighting to protect family and freedom. When like here in pulaski virginia and I am sure in other states as well, you can't protect your family members from an attacker. here they say if a person breaks into your home, kicks your door in, breaks in a window and enters your home to do bodily harm if you hurt or kill that person you go to jail and are tried as a criminal yourself.
