Are old drug tests used to determine a security clearance?

My husband is in the DEP program and had an investigator talk with him last week. He answered all the questions truefully and let him know that he has failed a drug test before. His recruiter knows that he was arrested for possession of marijuana and that he had to do probation. So my question is, can the investigator use old urine ysis records to determine is security clearance?
